Sub: Rotational Transfers for the year 2017-18-
reg.

Rotational
Transfers for the year 2017-18 are
likely to be finished by the end of
March 2017. The officials who have completed tenure in
the present post are liable for rotation during the Rotational Transfers for
the year 2017-18. The posts which will be vacant on account of
completion of tenure and the posts which are already vacant, and the posts
which may be vacant due to promotion/retirement etc.(as on date), are furnished
in the Annexure. Junior most officials as per the Divisional
Gradation List will be posted as SPMs of Class III/Class II offices respectively
for which there are no volunteers.
The
Officials who are due for rotation may submit their representations for the
vacancies notified specifying minimum
three (3) place of choice in the order of preference clearly specifying whether
or not they are willing to forgo TA and T.P. If no mention is made, it will be presumed
that the request is WITH TA/TP. It should be noted that calling for places
of choice should not be construed as assurance for posting at the places of
their choice. The posting will be made according to feasibility and
administrative convenience.
The
officials who have completed their tenure only should send their
representations for consideration. However, those persons who are long standing
at any station, even though they have not completed tenure may also submit 3
places of their choice, on the presumption that
they would also be shifted. In cases where such long standing officials
are shifted , the other conditions & stipulations made in this letter would
also be applicable to them.
The HOs and other LSG/ “A” Class, “B” class and
some “C” class SOs in the division are computerized. Officials who are having computer knowledge
will be given preference for posting at the above offices irrespective of the
seniority. The officials who represent
for posting in the above offices should specify the computer knowledge they are
possessing/departmental packages in which they are trained/can work.
The
requests of the applicants will be taken into consideration keeping in view of
the instructions issued vide D.G. Ruling vide Lr. NO.
44-10/2004-SPB-II dated 11.4.2005 i.e. as per the common seniority list
of Class-III Postal Assistants. (There is no separate seniority list for
TBOP/BCR/MACPS). The performance of the
official will also be taken into account while considering the request. As per the transfer policy furnished in Directorate Ruling No. 141-141/2013-SPB-II dated 31st
January 2014, the officials who have worked in a single handed and
doubled handed post office can have only one tenure in the same office during
their entire service and they will not be posted back in the same Post Office.
However, the undersigned will relax this stipulation subject to the
satisfaction of the conditions laid down in D.G’s letter No. 8-4/2005/Inv dated
05.12.2012, in respect of rare &
exceptional cases for administrative convenience only, if warranted by exceptional
administrative exigencies. No official
will be posted back to the same “C “/”B” class offices on transfer/deputation
or otherwise before a break of full tenure period. Hence it may be noted that
such exceptional circumstances should exist for considering cases under this
relaxation. This must be kept in view
while submitting the requests for posting in a particular “C” and ” B “class
office.
In order to
consider long pending inward requests of officials to popular stations,
officials with longest stay at the popular stations will be shifted to
accommodate the officials with long pending requests for such stations,
according to the administrative convenience. They should submit the
representations specifying the three places of their choice in the order of
preference clearly specifying whether they are willing to go with TA/TP or
without TA/TP on or before 27.03.2017. Orders issued from time to time by the
Directorate/Chief PMG/PMG will be kept in view while ordering rotational
Transfers.
Please
note that no requests for retention will be entertained after issue of
RTs . The last date for receipt of requests in this office is as follows.
Requests
for retention:-
The officials , other than those working in B & C class S.Os who have
completed/ Completing tenure by 30.09.2017
and due for rotation during this year
may submit their representation (in duplicate) with the grounds on which
retention is sought for, addressed to the Postmaster General, Vijayawada
Region, Vijayawada for extension of tenure
by one more year to continue in
the present post, to reach this office on or before 27.03.2017 . However,
they should submit three places of their choice simultaneously which will be
considered in case their retention is not permitted by the R.O, Vijayawada.
2. Request for transfer:- The officials
due for rotation this year may submit their letter of option/representations for the notified
vacant posts, specifying three places of choice in the order of preference, clearly
specifying whether they are willing to go with TA/TP or without TA/TP. If there is no mention, it
will be taken as with TA/TP. Their letter of option
should reach this office on or before
27.03.2017.
Requests received after the last date specified will
not be entertained.
The contents of this letter may
be circulated to all officials working under your control including those who
are on leave / deputations, under acquittance. Any complaint of non-circulation
will be viewed seriously.
